Service matters

I have been removed from my job without any enquiry three years back.. Case is pending in Punjab educational tribunal..I have not been supplied any relieving order..but the relieving was sent to government agency and university but was never supplied to me..In reply to the notice the college explained that the relieving was sent by special messenger to my house and my family member refused to accept that.. (which is lie). i need help for following points 1. What are laws regarding reliving order.. under which act it comes 2. i am liable for all the pending arrears.. 3. plz share links for references e.g. laws concerning this, any judgement by Hon. HC and Hon. SC.. plz reply
