Is serving of summons in Criminal cases to Family members permitted in Law? Please give the relevant law or case citation in this respect.

On the death of the complainant the legal heirs may continue with the complaint case, however if the accused of first degree died pending disposal of the case, the court has no option but to bury the case with the death of the accused.
