It's not necessary to give.  If he fails to clear the loan it may lead to complications.  The rent agreement if it was already executed between you is sufficient.

He can very well renew the rental agreement if the current agreement is expired.

The electricity utility bill will not serve the purpose which he claims.

You may verify the genuineness before taking any decision on this.

Why did a borrower/ loanee need electricity bill of landlord / landlady ? I find no pretext to seek / provide electricity bill.
