speeding up of divorce procedure

Petitioner (aged 34 yrs) was married to the respondent (aged 29 yrs) on 09 Jul 2008 and they stayed together for a very short period of six months only. Petitioner had filed a petition on 18 Feb 2008 for nullification of marriage on grounds of fraud (suppressing the material facts that the respondent (wife) had an illicit relation at the age of 17 and gave birth to a child through that relation at the age of 18. This fact was concealed from the petitioner at the time of marriage).

The enquiry at the native place of the respondent revealed that she possesses an immoral character.

Is it possible to get information, under the provisions of RTI act 2005, regarding any police cases filed by the respondent or against her in Kerala? Also like to know if she was legally married earlier.  Information is required as to what are the reasons for her not to successfully complete the DMLT course at Medical college Thrissur (batch 2003-2005) and her character and conduct at the college.

The court proceedings are getting delayed due to various reasons. Counseling could not be done on the first day due to overcrowding and was delayed for 6 months. Further 4 months delay caused due to councilor not recording in file that 'counseling is terminated'. Respondent delayed to file the counter petition, which took almost 8 months. Now respondent is playing delay tactics to postpone the evidence date.


How can these proceedings be speeded up? Also suggest some ways to succeed in the case as the respondent had mentioned in her counter petition that everything was disclosed to the petitioner before marriage. However there are proofs against this statement.
