Stamp duty exemption,father's power in parting ances proty

STAMP DUTY EXEMPTION & FATHER'S POWER IN PARTING ANCESTRAL PROPERTY

1. Can father gift or sell or transesr - whole / part / complete ancestral property to her daughter ignoring his grandson (father expired) and widow daughter in law?

2. Is there any ordinance or rule or official order of any central or state government (particularly Punjab state) exempting paying stamp duty?

3. Can any one explain about this letter no: S.O.66/CA/2/1899S.0/2001 Date 21-12-2001 , 

4. Does this letter permits exemption of any kind of stamp duty on account of registration of transfer of ancestral agricultural or residential land in Punjab?

5. If yes then how much exemption and under what circumstances?
