Stamp paper damaged

Hi All,

my stamp paper was damaged and it's not recoverable, we have photocopy of the stamp paper. We have not resgister this document. property located in chennai.

I want register my property and let me know how to do.

Note: I am paying property tax, water &sewage tax. electricity bill.
