step against school for denial of admission to special child

sir,                               

 as per cbse circular dtd.29 oct 2008 vide CBSE/ACAD/INCLUSIVE EDUCATION/2008 circular no. 45,  no school affiliated to CBSE should deny admission to special child(child with some mental or physical disability).

Now some schools are denying in toto to admit such child and parents of the child are facing difficulty.

what should be my further action on this matter . I want to send them legal notice but do not know for which offence i should  make them liable . 'should I go for DAMAGES. I want to make them feel that they are not immune to law if they think so.

please guide me in this matter of social cause.

SO FAR  I KNOW, SEPERATE SCHOOL IS THERE FOR SPECIAL CHILD.

PERHAPS IT IS NOT AVAILABLE IN YOUR AREA.

PREVIOSLY IT WAS TOLD THAT THEY SHOULD BE TREATED SEPERATELY. OTHERWISE NORMAL CHILD TORTURE THEM.

THEREFORE I WANT TO KNOW WHAT IS THE MATTER? SPECIALIST OF THIS LINE  WHAT IS TELLING?

as per CBSE circular no school affiliated to CBSE can deny admission to special child. there are schools fr spl. child , but they are far from my place, as well as I want to take that point that no school can deny. and they denied.

what are the legal remedies available to me like- writ

damages/compensation.

any other civil/crim. remedy.

please guide me.
