Succession/Probate

Why one has to approach Mumbai High Court in these matters when in other States, it is not so? Is it a British legacy because Bombay was a Presidency and nobody bothers to change the law? What earthly reason can there be for continuing with this archaic law?

If Members of Parliament feel those laws are disadvantage to them then they will fight for change of the old law.
