Suspension is not a punishment. When there is apprehension that the employee may threaten witness or tamper evidence, temporarily Authorities place such employee under suspension, preventing him to involve in his duties on initial finding with prima facie evidence.

When a Police officer is found having committed a criminal misconduct or any other act that is breach of service Rules under the Police Manual and or GR is first issued with a memo calling for his explanation for the alleged default against him.
Suspension means all his powers and privileges as a Police officer are suspended till the Departmental Enquiry against him is over.
