Dear SHREE,
I truly respect your feelings and initiative. in my view things are not going to change immediately wharever action we take. its goin to take hell of a long time for the reason we are unxpectedly slow. for the first question, i think, we should e more cautious while moving around the roads etc. since nobody other is going to help us except ourselves because our system is of no use for public. so again the question arises why we should not chsnge the system itself when we can do that. we are the strongest pillar of our democracy n its we who culd really make the system wrk. why dont we try this in our daily life....by forcing them to work(the govt people). it could be the first step in the great cause.
but for the 2 questn i m afraid i have confined opinion only for one part. ie we (our security personnels) should be disciplined enough as to CIA/ SWAT (american special security guards) again bjt loaded with upgraded weapons and handsome salary. RAW is ranked amongst the worst intelliggence agency because our officials dont like to work since they are governmental people since not disciplined. we need to be involved in the government..
but for policians i have no words as to how to tame them since inspite of knowing all this we blindly believe them n come out and voteb for them. but again we jhave no other choice since no good person could be found in the politics.. so where we go wjat we do... we nee to take a way out of it.

An ordinary citizen must be social sensitive about his envirnments and circumstances around. He must be cautious about what really happens around him. If he feels any thing untoward inform the authorities. Authorities also must be cautious not to harrase the informers. Confidentiality of information if keep tight may improve the situation. The unidentified person should not be permitted to live in your area. each one who live in your locality must have an identification. He should not be allowed to use the social facilities with out prejudice to human rights with out identification. You cannot identify a terrorist but you must know who is near you, he may be a tamil, mlayalee, hindi, bangali etc. Elemetory education from schools or from parents to teach the kids about the havoc of terrorism and its horrible effects in the society. Politicians should take decision that they will fight against all the terrorist acts which out any colour or creed. The colour of flags and the isms should sideline to the terrorism. Whether it is a communal terroriasm or sociological, eco, counter , international terrorism. Try not to speak words which hurt others feelings. Media is to careful not to panic the citizens by showing differnt postures. Above all a sense of security must be your leading figure. All ways keep an eye on everything suspecious. Don't ignore any thing which is unbecoming.

As far as Terrorist act is concerned, we can not rely alone on the Government and its machinery as this is a new global phenamenon and global action is required. But at the same time though we have to think globally we have to act locally, and ShreeJi, has rightly pointed out about the role of each and every citizen and that way alone we can combat with this menace, and if we depend on the Government alone we are sure to failed and face the same horrendous incidents.As far as terrorist act is concerned people should not necessarily wait for police etc, but people should act and if necessary using force to the maximum extend necesary. But one thing I really regret is that we Indians are vulenarable to terrorist influence and that is our failure.

Good crisis communications is like having a first aid kit and being trained in CPR. If you don't have a first aid kit in times of emergency, you have no options but to do the best you can. And even if you are trained in CPR and have a first aid kit, you still must rely on your skill set, preparedness, and the intensity of the situation.
Further, there seems to be this attitude where if you discuss bad things that can happen, then Indian business and political leaders become uncomfortable because they think (feel?) it's in bad form to plan for crisis.
Times are changing and being prepared doesn't bring on crisis, it only means you are prepared. And believe me, it's always more productive to build a crisis plan before a crisis. Because we see now, that without a crisis plan, things just don't go well.

1. What the common man can do to make repetition of such acts less likely and more importantly making the impact of such acts less effective?
ANSWER :- A COMMON MAN CAN DO NOTHING BUT A WOMAN CAN DEFINATELY DO..........................SHE CAN ATLEAST SWITCH OFF THE TV IMMEDIATELY.
TO MAKE IMPACT OF SUCH ACTS LESS EFFECTIVE YOU SHOULD NOT WATCH SUCH LIVE TELECASTS WHICH IS 100% OUT OF SCOPE OF YOUR MEMORY LIMITS.
CLARIFICATIONS :- A COMMON MAN / WOMAN DOESN'T EVEN KNOW HOW TO HOLD A SMIPLE KITCHEN KNIEF IN THEIR HANDS PROPERLY. SO IT IS USELESS TO COMMENT AND RECOMMEND ON SUCH MATTERS WHICH REQUIRES HIGHLY SKILLED TRAINING AND A CRITICAL BEND OF MIND-SET TO EXECUTE AND ANALYSE THE CAUSE AND EFFECTS AND FIND CURES OF SUCH AN ACTS.
2. What kind of changes our political and security system needs to be effective in the current world reality?
ANSWER :- OUR POLITICAL LEADERS SHOULD NOT HAVE EVEN A SINGLE SECURITY PERSONEL AROUND THEM EXCEPT PM AND THE PRESIDENT OF INDIA.
CLARIFICATIONS :- UNTIL AND UNLESS A PERSON GETS HURTED HIMSELF HE IS NOT GOING TO UNDERSTAND THE PAIN AND SERIOUSNESS OF THE MATTER AS THE SUFFERER UNDERSTANDS. THIS IS THE MOST EFFECTIVE WAY OF DEALING WITH THE TERROR.

1.Accept Judiciary Moral Responsibilities for 1993 MUMBAI BLASTS verdicts,after 15-16 yrs as Judiciary negligence.
2.Professionalized Local Authorities and Surveilance/vigilance Teams,single small incidents of terror to be seriously taken by authorities.
3.Motivate Police Forces,Reduce their duties hours,extra payments with better equipments.
4.Cut short bureacracy process,Reduce paper works and target for paperless offices withing 5-10 yrs.
