This way we treat physically challenged persons?

Dear experts,

 

my sister is a mentally unsound person and she has been sanctioned a family pension of my mother who was a state govt employee and honb'ble court has passed the orders to relase the family pension immediately but the state govt office people has realsed the pension after 6 months more over my mother expired in the year 2009 from the year 2009 to till date the court instructed to release the pension immediatly, but the office people has realeased the pension of only one month and they have given the orders not to pay any family pension because my mother has taken some personal loans in the banks and its yet to be settled and they given order to pay all the arrears of pension from 2009 to till date to the banks.

my question is do the office people have right to withhold the family pension of a mentally challenged person?

i have given the undertaking to deduct the rest of amount from my monthly salary also but they have given the above order without considering it.

my sister needs to continue the medicines life long as per her health condition and the only source was a family pension which was sanctioned by hon'ble court.

now pls suggest me what i should do to get the family pension from they death of mother i.e from the year 2009 onwards till date and can i file a suite agaist them for harassing physically and mentally for holding the pension and not paying the same.
