Transfer by way of sale in lease property

Dear Members,

A person has obtained a property on lease from government body. Can such property trasnfer by way of sale?

If it is agricultural proeprty, it can not be transferred and in case it is urban proeprty, ithe lease hold rights can be transferred by the lessee.

If the lessee dies, does the lease hold rights get automatically trasferred to the legal heirs or mutation ids required for the purpose.
