Transfer of owners association from builder

Hi, We are from a gated community of 250 Villas. The builder has formed Owners association in the name of some of the people who are under builder's control (some of them work for the builder), but they are not maintaining it properly. Means not providing ameneties, proper security etc..., not conducting GBMs, elections etc...

Now some of the owners are fighting to get the Maintenance  transfered to Owners association. Please advise how to move forward to get the Maintenance, common assets transfered

Thanks & Regards,

We are in Hyderabad, Telangana state. - Rangareddy district. In this case, the builder has already formed society with some of the people who work for him and also own houses in our community. But they are mismanaging the society. If I am correct, the builder and owner's association are two different entities. However, here the builder is indirectly wielding the control over the association through those people. But those peoople is not providing any services to the residents, but demanding maintenance. They have not conducted any GBMs for last 5 years and are refusing to transfer the ownership of the society and association to other residents.
