Transfer of property in legal heirs name

Hello Experts,

Our father died intestate leaving a immovable freehold property behind in delhi. My mother also died prior to him. We are 03 brothers as legal heirs for this property. Now we want to change the ownership in our names as equal shares. What do i need
1 Succession certificate ? Someone in the forum mentioned that for immovable property, you don't need a succession certificate. Also is there any fixed top ceiling on the court charges for this as 4% would be too high
2. Will Letter of administration do the job

3. Anything else will serve the purpose ?

You obtain the survivors certificate issued by the Tahasildar of your Taluk and file a vardi before the cocerned officer to get enter legal heirs name to the properties, or one of the brothers will have to file a suit for partition and seperate possession against two brothers then compromise decree.  On the basis of that decree you have to file an application before the concerned officer to get enter the names of the legal heirs.
