Transfer of women employees

Dear Lawyers, My question is on the transfer of women government employees. What safeguards are available for women employees when the transfer affects them adversely ,financially and mentally.It is noted the genuine grounds like sick,aged parents unable to relocate ,education of children etc are ignored by the authority and as a result employees suffer immensely. Can they forego promotional transfer? Kindly advise with rules or acts,if any.
