Undue demand for payment of instalment by the builder

Hight of cheating. Booked a flat in AIMS Infrastructure Ltd. in Noida Extension. I had paid last instalment for 4th floor and next instalment was due on 8th floor. However, the builder has raised demand for next instalment -upon start of brick work. The document of payment schedule is attached What to do? Suggestions pl.

File a case in State or national consumer dispute Redressal commission by attaching the agreed payment schedule
