Want to file complaint in mil office

Hi Experts
From last 6 month i have this question in my mind. My MIL is government servant
and i had planned to file complaint in her office with 498A FIR and CrPC 171
statements saying she has accepted that she has given dowry and departmental
inquiry needs to take. But every time i get confused as different opinion from
different people.

Few days back i have filed RTI in my MIL's office for "decleration of dowry
certificate" and they have rejected tht RTI.

Different people has given different opinion few of them as below

1) Few lawyers says it will be defamation if u file complaint in her office.
2) Today morning i met one lawyer and he told me it will go against u as u also
accepting that u have taken dowry
3) Some people says there is no such law in Maharashtra.
4) etc

Kindly suggest your valuable advice.

Filing complaint is not defamation.

Giving dowry is not criminal offence, which can be prosecuted as per Section 7 of Dowry Prohibition Act.  But taking dowry is criminal offence.  The protection is provided in the law for the dowry givers as they are compelled to pay dowry to get their daughter married.  But some people, who talk about men's rights advise the husbands to file such complaints in the in-laws' offices and in police stations.  They may put some pressure on ignorant people from the wife's side, but ultimately those complaints fall flat.  I have not seen even a single case where court convicted any person for giving dowry.  One such attemp was made in Delhi trial court, where the judge directed the police to register FIR against the wife for giving dowry, but the FIR was quashed by high court.

Regarding RTI, if you have not got reply to your satisfaction, there is appellant forum, where you can agitate again.
