What is the procedure to withdraw fir

A police complaint was made with cyber crime police against a person, who cheated using the online resources. And FIR got filed on sections IT 66(D), etc and IPC 419,420.

If now, the parties are willing to settle (as the cheating party has agreed to pay the amount), what is the procedure for withdrawing FIR?

As such there is no precedure permitting the withrawal of FIR. The only remedy is to approach high court for "quashing of FIR" u/s. 482 CR. P. C.

Thats good.  But there are so many FIRs just lying without getting into action, enquiry, etc.  What happens to the FIR in such cases?
