Whether legal practice is termed as commercial profession

Whether legal profession is a commercial profession/ practice??? Government officers have to take permission from the Govt. if they want to go for commercial employment/ profession within one year of date of their retirement in terms of No. 27012/3/2014-Estt (A) Government of India, Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training) dated 19.11.2014. Whether such permission is required, at all, for practicing law after retirement?? If any case law is available. Kindly suggest.

It is not necessary to get permission for practicing as lawyer after retirement and permission is required in service even before retirement.

Thanks sir. Whether in your knowledge any case law exists wherein practice of law has been declared as non-commercial profession/ practice for this purpose? ? Looking forward for this feedback. Regards........
