Whether pan can be had by a housewife having no earnings

Whether a PAN can be had or is alotted by ITD to a housewife having no separate or independent sources of earnings and /or income or any commercial and / or pecuniary /earning activity and occupations (excepting some savings from petty pocket money and household expenses)?.

yes...she can have...

even the now born babies can be enrolled for PAN.

There is no bar to obtain a PAN. Rather, it becomes helpful, when someone starts earning income or the IT department want to nab the tax evader.

Yes, Anyone can apply for PAN irrespective of Age or Income. Those Resident Individuals having Gross Income below Basic Exemption limit are not required to file Income Tax Return.
