Either no one or It is Clerks and peons.

"We may lay down the laws, but who will implement it? It has to be done by clerks. The secretaries and joint secretaries have no guts to go against the clerks. The law is there, the statute is there, but govt. have become non-functional."

mr nilesh,

your views are appreciable, i feel your conception on constution needs some refreshment.

please read constitution and administrative law.

in fact, not a particular person or a group of persons runing the government or making the laws. we all the citizens have the contribution on it.

......  on it directly or indirectly.

"Justice B N Agarwal and Justice G S Singhvi Of Hon SC"  That remark was made by these two justices of Hon. Supreme Court.

i see. thanks.

perhaps the dialog is part of a perticular judgement.

Justice B N Agarwal most probably senior.

however it is not nice to comments in this manner - like a helpless common man.

sc judge has the power, who restricts them to use their power?

Theoretically it is legislative. But we all know the image of legislative. Unless there is a change in the political system, we can not hope any good.

The expression of the two Hon'ble Justices of SC absolutely Free, Frank and Fearless by enforcing freedom of speech in reply to Mr. Nilesh Wankhede, Lecturer and Social Activist. Every personnel involved in the governence of Administration holds responsibilities with the the parameters either on down  the lines or bottom to top whether it is "S" Company or "S" Mafia Company respectively must be having norms.

Dear Mr. Ganesan,

You are right and we all know this simple information that all the public servants wark under norms.  But practically they are above all the norms and above consitution.  No accountability or no responsibility for public servants.

Generally Judiciary  specially lower do not go against the administrative officers. There is network all wing of Rule of law are interdependent. Just go thro' this,

SC-Even God will not be able to save this country:

"Even God will not be able to save this country," a fuming Supreme Court recently said while slamming the government for its refusal to amend the law for launching criminal prosecution against those who illegally occupy official houses.

We are fed up with this government," the apex court said, adding "They don't have the guts to differ with the opinion of the clerks."

"Even God will not be able to save this country. In India even if God comes down he cannot change our country. Our country's character has gone. We are helpless," a bench of Justices B N Aggrawal and G S Singhvi observed.

Apex court shows helplessness. It has demoralising effect for the common mass.

Just keep on your good work, success is the by-product of hard work.

Strength does not come from physical capacity. It comes from an indomitable will.
