writ aganist state for negligent act of its officials

Whether  a writ would lie aganist the State for loss of Non-Judicial Stamp caused of an individual because of negligent act of officers of District Sub-Registrar Office?

i think it is negligence of duty, no policy matter of state involved here

was that documents were registered one. if they u can get certified copies of deed. if not registered simply FIR will do why writ?

The Original Sale Deed which was presented for registration in the Office of District Sub-Registrar has been missing/misplcaed. The complaint about the loss of the said unregistered sale deed was mase immediatelt lodged with the Deputy Commissioner and also the Treasury Office but no action was taken by them.
