Allowance for security personnel

Dear Gentlemen and Ladies,

             Could anyone elaborate to me what are the types of mandatory allowances to be given to a private security persons on duty on contract basis to various clients?? Is this allowance given by the primary employer or  is it given by the client ?? Please enlighten me about some of the rules and regulations ?? Your kind advice would be hightly appreciated
