Parliament has authority to enact the law on any subject. The Stamp paper scam of Maharashtra was just legalized by a notification saying that it is in the public interest to do so. Fake stamp papers utilized thus came to be legalized. Nothing can be said of "politicians".

as far as to my knowledge the SC ruled the rummy game is a not a game of gamble it is a "Game of knowledge"
