Detention of goods at customs checkpost

I have imported printed plastic polyfilm to be used for packaging of packet milk from Nepal coming from Panitanki Checkpost. The customs department has detained the goods and not clearing the same. They are asking for the food grade test certifiacte of the polyfilm. In the past we have got the same polyfilm passed from Raxaul and Panitanki Check post and have all documents to substantiate the same. As the Additional Commissioner is new he is not relying on the old documents. Is the customs right in asking for food grade quality of the raw material. Is this not the prerogative of the Health Department or Food Department of India. There is no exemption on the food grade plastic anyway. Please advise.
