Digilocker adhar wasn’t accepted as it is government-verified

Recently, while checking in into a hotel, I faced some issues and I would like to seek advice regarding the provisions for this. 
I forgot the hard copy of my Adhar card, so I showed the receptionist my Digilocker Adhar in which only the last four digits are visible. The receptionist refused that ID saying that I had to submit the hard copy or the actual picture of the Adhar card as the Adhar number wasn’t visible on the Digilocker. I managed to handle the situation at that moment but I would like to seek advice as to why the Digilocker Adhar wasn’t accepted as it is government-verified

Hello, curious one, 
I have gone through your query and understand your frustration about what happened to you when checking in to the hotel. Here I am with a piece of advice that might help you out:
Firstly, I would like to let you know that the system of Digilocker has been established as an initiative by the Government of India to enable citizens to store and share their documents digitally in a more efficient and secure manner. So the hotel authorities did not have any right, not to accept the Digilocker version of your Adhar.
The Adhar number has been recognized as a legitimate form of identity proof, as per Section 4(3) of the Adhar Act, 2016. And since the Digilocker form of Adhar mentions the last four digits, (which are necessary for identification), the hotel authorities must have accepted the Digilocker Adhar unless they are having some specific policies of the hotel. 
If this is the case, that the hotel has certain policies that mention that the Identity Proof should be verified physically, then they should have mentioned that while refusing the Digilocker form, instead of just refusing the document. 
As per the facts mentioned in Section 6 of the Adhar Act, 2016, every individual has the right to use their Adhar in digital form, which should be ideally accepted by the service providers. 
The case of Ashok Kumar v. Union of India (2018) tends to reinforce the fact that all the digital forms of government-issued IDs shall be regarded as valid and should be accepted by all service providers. If the concerned authority tends to refuse the Digilocker Adhar then, they are violating your rights under the Adhar Act, 2016. 
If you want to lodge a formal complaint against this issue, then you have specific rights against the hotel authorities for the violation of your rights. But I would like to suggest that there are also some cases where the hotels have some different policies and we must comply with them. You must confirm this with the receptionist or with the hotel authorities before considering any legal proceedings against them.

The receptionist  or a hotel can refuse to accept a DigiLocker Aadhaar identity proof and insist on the original ID.

Hotel policies: Some hotels only accept original photo IDs at check-in and do not accept photocopies or soft copies.
Some hotels require a valid photo ID for guests over 18, and may not allow guests to check in without the original ID. 
However, the Unique Identification Authority of India (UIDAI) states that eAadhaar, Aadhaar Letter, and mAadhaar Profile are all legally valid and should be accepted by all agencies. If an agency refuses to accept a downloaded eAadhaar, the Aadhaar holder can file a complaint with the relevant authorities.
