So the hotel authorities did not have any right, not to accept the Digilocker version of your Adhar.
The Adhar number has been recognized as a legitimate form of identity proof, as per Section 4(3) of the Adhar Act, 2016. And since the Digilocker form of Adhar mentions the last four digits, (which are necessary for identification), the hotel authorities must have accepted the Digilocker Adhar unless they are having some specific policies of the hotel.
If this is the case, that the hotel has certain policies that mention that the Identity Proof should be verified physically, then they should have mentioned that while refusing the Digilocker form, instead of just refusing the document.
As per the facts mentioned in Section 6 of the Adhar Act, 2016, every individual has the right to use their Adhar in digital form, which should be ideally accepted by the service providers.

Union of India (2018) tends to reinforce the fact that all the digital forms of government-issued IDs shall be regarded as valid and should be accepted by all service providers.
