Double Pricing Standard

Can a manufacturer or service provider charge two rates for same service/product. I would like to to t ake example of an hospital in Gurgaon. I am not aware what happens in other hospitals. I will name this hospital in Gurgaon after wards after having your valuable inputs. This hospital charges different procedure rates for different category of rooms. A single room patient has to pay higher for surgery and associated procedures but for the same surgery a person staying on a sharing basis in a double room. Isn't this a crime? How can you charge differently for the same thing. Are they going to give better surgery to the person from single room and inferior surgery to the patient staying in double room on a sharing basis. Today's the hospitals have become 5 star but even in 5 star irrespective of the category of room they charge the same for the other services on offer. 

How is this justified?

I wish to hear from legal experts...
