Go to the office of the Registrar of marriages along with two persons, who are willing to tell before the Registrar that they are willing to sign as witnesses. The Registrar will tell you all the procedures. You can register under Hindu Marriages Act or the Special Marriages Act as you wish. If you are in Tamilnadu, you can go to any police station and get married.

A marriage without witness is not legally valid.
Even the registrar of marriages will not entertain the registration of marriage without a witness.

Get the marriage registered under Section 8 of Hindu Marriage Act, 1955.
