Medical reports not given by hospital

Ram, a middle-aged man suffering from a chronic heart condition, was undergoing treatment at a government hospital for several months. Dissatisfied with the hospital’s treatment plan and concerned about his health, he decided to consult a specialist at a private clinic for a second opinion. To ensure the new doctor had complete information, Ram requested his medical records from the government hospital, including his diagnostic reports, treatment history, and prescribed medications. 

Despite multiple written requests and several visits to the hospital administration, they repeatedly delayed providing the records without giving any valid explanation. Ram followed all proper procedures, including paying the required fees and submitting the necessary forms, yet he faced bureaucratic obstacles and a lack of transparency. As weeks passed without any response, Ram’s health continued to deteriorate, increasing his frustration. He now believes the hospital's refusal to release his records is not only unreasonable but also a violation of his rights as a patient. 

What legal action can he take to make the hospital to compel them to provide him with the medical records? In any circumstance is the hospital bound to withhold the documents with them? What could be the arguments putforth by the hospital in their defence?

Apply to the Superintendent of the Hospital concerned using RTI for a copy of needy papers/bills by registered post.
