Need to know certain things

Hi,

I would be thankful if anyone can kindly guide me to get the following information.

What is the rule and formal procedure to file a RTI application?
If service returns are not attached to case file for a certain times ( say 2 years) then what step can a petitioner can initiate?
What is the rule for ex parte hearing?
What is the role of a Registrar of a court? Who can approach him/her and how?
What is the procedure to get a copy of order sheet of an ongoing case?

Respected sir,

on promissory note how much amount can be given .one lakh is can be given on promissory note. may i know what could be used either stamp paper or promissory note.
