Neighbour restricting us to access common areas

Respected Legal Advisers,

My name is Silambarasan and I reside in Dwara Flats in Chennai (Poonamallee). Our apartment has 4 Flats ; Ground Floor A1 (1BHK), A2(2BHK), First Floors F1 (1BHK) & F2 (2BHK)). I own A2 and F2 and my neighbour owns A1 & F1.  We reside here since 2010 and my neighbours bought these flats last year. Now the issue is, my neighbour built a water sump in front of his Window (half feet higher than the walking path) and telling us not to use this passage to walk at all. Kindly advise to handle this smoothly. First of all, he has built this water sump in the walking passage and that tooo half feet higher than the grippers. Please share the best practices to handle this in a legal way.
