Maharashtra Shops and establishments Act 1948 - was this a rename of the above and does it also stand repealed?

Maharashtra Shops and Establishment Act, 2017 - is this what has replaced the above?

Maharashtra Shops and Establishments (Regulation of Employment and Conditions of Service) Rules, 2018

Are the last two supportive of each other or mutually exclusive and if related why the change of year in the title?
