Passport for a child

Hello respected Attorneys,

I have a son who is living in India and he is 19 years.  I would like to bring him to the Canada but he does not have a passport.  His mother does not want him to apply for Passport and I am not sure how to proceed with this.  My son wants to come here to pursue his education and career.

Under these circumstanes, what is the best way for him to get the Passport for him.  As a father, is my signature enough? 

Please advise.

He just need 10 std mark sheet and an address proof.. That's it.. He doesn't need parents signature..

Sir thank you for your response. I am a little concerned if the passport office does verify by going to the physical address. Is there any option to inform the Passport office to verify without contacting the mother? Thanks again! Deb
