Property buying dispute

Dear legal experts,
I had entered into an agreement of buying 4.04 Acre agriculture land. As per the government records this land with Survey No. < > measures 4.04Acre. I have agreed to pay him Rs. 1,70,500/- per acre (Total amount:Rs. 699,050) . I have made sale agreement for this. And I have already paid him Rs. 500,000/-(Five lac).
Now at the time of going for Final property registration, land seller is disagreeing to sell complete 4.04 acre. However he says, wants to sell only 3 Acres out of it.
Please advise me how to proceed further;
Can I file case against this in court?
Or anyother suggestion.

yes, you can make a complaint as per agreement, already entered the agreement both parties signed,

Dear Mr.Somanath,

As per agreement to sell he has to perform his part of his contract, if he fails to do so you can sue him as per law.
