Invitation to offer is where it has no intention of creating legal obligations and there are no legal consequences. The same was even held in the case Harvey v Facey, wherein the petitioner sent a message via telegram “will you sell us Bumper Hall Pen?” It was held that it was mere invitation to offer and not offer by itself.
