Reopen in a dismissed petition.

A civil court in Hyderabad passed an Order stating that "Petitioner not present, Costs not paid and no representation made. Hence petition stands dismissed."

Does this mean that the Petitioner can never be able to reopen the case ? Is there any option to file fresh petition and if so is there any limitation period ?

The petition can be restored to its original position within 30 days of dismissal orders, if your lawyer moves proper application with costs.

The petitioner can file a petition to set aside the latest orders invoking proper provisions of law and then after this petition is allowed he can pursue the other petition to get the previous one allowed by complying with the conditions therein

You can file a new case on same subject matter but should mention the reasons for dismissal or you simply file an application for restoration of suit along with the cost deposit.
