Rti to recover public park

I have a residential plot in a layout approved by the Karaikal Town Planning Authority and the parks,roads have been handed over to the municipality in 1990.One park has been developed by the municipality whereas the second park opposite my plot has been illegally used by some miscreants to lay roads to his unapproved layout.How to recover this park?

Brief facts: Approved lay out handed by Karikal  Town  Planning Authority.., at................., Development of parks...Present status.

Please provide following information.

1.Please inform No. of parks approved, developed, and present status.

2.Please inform the present status of development of park at....................

3.Please inform as to how the park is being used as of now, 

4.Complaints if any received by Municipality about illegal lay out with Roads.

5.Approvals if any given by Municipality and such orders with entire correspondence as certified copies from proposal to sanctions till date.

6.If it is illegally occupied and  unauthorised, action so far taken by Municipality to take the area back and for developing this as park.

7.The name of the concerned officer that is responsible for regular supervision over the area, his telephone no...and any office notes that were prepared and kept by him before his higher authoritites reporting illegal occupation and deviation from approvals.
