Sale of agreement

I am selling my flat for 50 lakhs and the buyer is insisting on having 2 agreements. 
One with 35 lakhs which will be registered with respective stamp duty. Other one with 50 lakhs and will be on a stamp paper signed by a notary which will be used for my taxation purpose. The difference of 15 lakhs will be mentioned as repairs and renovations or cost of furnitures etc. 
 
Is there any legal implications on this kind of agreement ?

It is not possible two registrations on one and same flat. Notary agreement is not advisable.

thanks for the update. The buyer is insisting on 35 lakhs to reduce his stamp duty. Can you please suggest an alternative option ?
