This appears to be a moot court question.

Let the student give an answer using his/prudence.

A sim card cannot be sold by an individual to another.

This sounds like a tricky situation! If we look at it simply, the person who committed the fraud (Mr. C) should face the consequences because they used the SIM card for illegal activities. However, if Mr. A or Mr. B knowingly sold a fake SIM card and were aware it could be used for fraud, they might also be held responsible. It’s always important to ensure proper SIM registration, like using trusted services for SIM register Globe, to avoid these kinds of issues.
