Tamil nadu village panchayat housing site plots layout reg.

My place, a village in Theni district of Tamil Nadu.

Subject: Reg. a dispute between our family & a neighbouring house site promoter.

Details:

The promoter keeps to himself a 3 feet wide strip of land patch running the length of his one side of the promoted house site plot. This strip he reserves so that he can blackmail us to forcibly take our land which is adjoining to his house plot site. This house plot site of 1.50 acres is not approved by DTCP and is reportedly approved by the village president.

We also propose to make a layout in our land which is adjoining to his plot. Like himself we also are proposing to extend the common entry road which the promoter has laid in his own site. Now our hostile neighbour has cut off the future extension of the road which we propose inside our plot, there is no possibility of a layout in our land now. Our well wishers say that the promoter can not block the entry road, even if it has been laid in his site, because he is blocking the possibility of future development inside our land.

How do we make our neighbour understand this point and make him oblige lawfully.

Please help me
