admission to government law collleges

i am a law student at cochin.i would like to do llm course either in mumbai or delhi.can i get an admission in govt law college mumbai or delhi?what is the procedure for that?shall i appear for any entrance exam?whether i wil hav to pay any fee in govt college?? how can i get application forms for admission?is the admission restricted to residents of mumbai only???somebody pls reply

The minimum qualification for

a candidate of general category making an application for admission to the LL.M. Degree Course is a second class LL.B. degree obtained at the one and the same sitting ( without claiming exemption in any papers 2) of Mumbai University or a Degree recognized as equivalent. Admissions are on the basis of merit. In Mumbai LL.M courses are offered by Government Law College, University of Mumbai and KC Law College. Jitendra Chauhan Law College (https://jccl.svkm.ac.in/) does not offer the LL.M program
