at the stage or during cross examination can a witness explain his answer or not.
is there any judgement on this point.

Yes, witness can explain and give answer of questions asked to him in cross examination.

sir presiding officer is not allowing to record answer given by the witness . he just want that witness should answer in yes and no to all questions in cross examination proceedings are of 138 ni. act.

The presdiing cannot refuse to record the relevant answers given in continuation by the witness after giving answer to the questions raised 

The lawyer of the witness side can object to the presiding officer's refusal to note down the further explanation given by the witness which is relevant to the question asked.

You can ask your advocate to search for relevant judgments instead of you asking for one from this forum

I think during cross examination witness can explain his answer but that should be relevant and it depends on the facts and it also depends on the Presiding officer that how much he will record the explanation of the answer.
