car parking

car parking was free for the past 20 years in our residential complex.Then parking fee was charged uniformely for all residents for past 5 years.Now suddenly 4 times fee is charged to tenants than owner residents,

Non resident owners have asked their tenants not to pay the extra parking fees. The Association is theretening to block the entry of vehicles of residents who refuse to pay the extra fee(normal fee has been paid).Can the vehicles be refused entry legally to residents? Is extra chages for tenants valid when not accepted by tenents house owners?Canresideowners
