Censure in brkgb

In a departmental meeting of officers of Brkgb, use unparliamentry words against a officer grade-3. All the officers in protest of him quit the meeting and seat before the car of said officer. Department take action and imposed penalty as "Censure" against officer grade -3. What is the impact of Censure on officer grade -3? And what action can we do against departmental penalty?

An order of “Censure” is a formal and public act intended to convey that the person concerned has been guilty of some blame worthy act or omission for which it has been found necessary to award him a formal punishment, and nothing can amount to a “censure” unless it is intended to be such a formal punishment and imposed for “good and sufficient reason” after following the prescribed procedure. A record of the punishment so imposed is kept on the officer’s confidential roll and the fact that he has been ‘censured’ will have its bearing on the assessment of his merit or suitability for promotion to higher posts.

When an employee whatever the grade or post, he will not be considered for promotion for at least six months if given a censure.

Well analysed, opined and advised by experts, I agree. It is a minor punishment to the employee which shall affect his / her promotion as per rules.

prima facie the query is vague. I can only disagree that censure is not bar on promotion.
