Ch. summons to include a respondent as proposed defendant

Plaintiff filed a Civil Suit in City Civil Court. Later on Plaintiff took out a Chamber Summons to include / add one Respondent as a Defendant in Suit along with other Defendants. Chamber Summons dismissed for default on the part of Plaintiff, without any Order from Court. After two years, the Plaintff once again brought another Chamber Summons before the new judge once again praying therein to include / add the SAME RESPONDENT as a Defendant in the same Suit. My question is whether the Plaintiff can bring another Cha/Summon to include the same Respondent as Defendant , considering the fact th at earlier, one Ch/Summons previously taken out by Plaintiff to include the same Respondent as Defendant has been dismissed for default ?? Also kindly provide me citations/judgments.
