Civil suit against world at large

Hello .

My client is a shepherd and he was given grazing rights over a land . However, many people are trying to usurp the land . 

Can a civil suit be filed against world at large as it is not a particular individual whose identity is accertained ? Or specific defendant is necessary in a civil suit?

Kindly cite any judgement or provision on this point

The grievances cannot be against the entire lot of people.

If he is aggrieved by the acts of the general public, then he can approach the police or the district collector seeking suitable remedial action.

If they are not cooperating then he can file a suit against the law enforcing agency or the distrtict collector seeking direction to them to ensure your enjoyment of the property without any hinderance or disturbance from ourtside elements.

 You can bring the notice to the administration authorities like collector etc. grazing based livestock play an important role in rural economy of the as well over 50 per cent of them depend on grazing (of varying degrees) in forests, community lands and other lands in many parts of the country.
