Daman _ shop and establishment act

Dear Expert,

I am working as a Legal Officer in one logistic company and having warehouse office in Daman U.T. in one village area.

My question is how I can apply for registration under The Shop and Establishment Act and what is its applicability. Local Gram Panchayat has dinied for issuance of certificate or NOC as District Collector has directed them not to issue any NOC.

 Kindly suggest.
