Delivery of legal notices in case of insufficient address

Some legal documents cannot be delivered due to insuffient address on the article.   Som time delibrately full address is not written on the article.  In such can Post Office reject booking of article or advice to write full address.   Any Rules/Judgement/clarification avaialble in this regard, please mention.
