Demand a refund formally

I paid full fees to an online coaching center in 2023. But they canceled the course this year stating that the vacancies for the exam are not there. When I asked for a refund, they just told me that the fees were non-refundable. They didn’t mention this earlier. Can I legally demand my money back?

You issue a legal notice and demand refund of your money failing which you can file a complaint against him before the consumer redressal commission for deficiency in service and compensation
