execution of judgment

state commission passed a judgement in 2006 against DDA but the respondant did not comply with the court orders. execution petition filed in 2007 but DDA did not respond warrants issued and DDA comes with the plea that they have appealed against the order after abt 2 years in national commission . hon national commssion rejected the appeal in may this year can DDA go to supreme court with the appeal after more than 30 days and can they file SLP in supreme court and how good or bad are the chances of its acceptance by hon supreme court
